At almost every Opec meeting for 20 years, Saudi Arabia’s oil chief Ali al-Naimi has garnered more attention from the press and analysts than any other minister. But last week, in the media scrum that traditionally precedes the group’s twice-yearly meeting, one table was at least as crowded as the Saudi delegation’s: Iran’s. A fight almost broke out between television broadcasters seeking to get closer to Bijan Zanganeh, the country’s oil minister, who had a message to deliver: Iran will return to the market whether its Opec peers like it or not.
