The company building a controversial oil pipeline across the Upper Midwest said Tuesday that it expects to receive federal approval soon to complete the project, amid continued protests led by the Standing Rock Sioux tribe in North Dakota. Energy Transfer Partners ETP -0.65 % said that following a federal appeals court ruling on Sunday it is confident that the only remaining approval it needs, a permit to allow the pipeline to cross the Missouri River, will soon be granted by the Army Corp of Engineers.
