The Obama administration on Friday issued comprehensive rules for hydraulic fracturing, seeking to set a national standard for controversial drilling practices that have helped fuel a domestic oil and natural-gas boom. The regulations, in the works since 2012, triggered criticism from oil and natural-gas companies that they were too onerous and from environmental groups that they didn’t go far enough.
