The Obama administration is set to issue final rules aimed at preventing the kind of explosion that erupted nearly six years ago on BP PLC’s Deepwater Horizon rig and caused the biggest oil spill in U.S. history. The Interior Department regulations, planned for release Thursday, according to an official close to the rule-making process, will impose new standards on equipment designed to keep control of a well and will require real-time monitoring of certain kinds of drilling undertaken in deep water or under high pressure.
