EU to Weigh Ukraine Sanctions, Russia Spurns Diplomacy

European Union leaders will consider repercussions for Russia at an emergency meeting today on the Ukraine crisis, after Russia’s foreign minister fended off a U.S. effort to ease tensions in the Crimean peninsula. German Chancellor Angela Merkel and U.K. Prime Minister David Cameron will participate in today’s meeting in Brussels, a day after the 28-nation bloc offered 1.6 billion euros ($2.2 billion) in emergency aid to help the new Ukrainian government avert a default. The government is prepared to immediately sign the EU association agreement that ousted President Viktor Yanukovych rejected, precipitating the crisis, premier Arseniy Yatsenyuk said in an interview with newspaper Rzeczpospolita. Western nations including the U.S. are threatening Russia with sanctions over its military intervention in Crimea while pursuing diplomacy in an effort to defuse the crisis. Russia has accused the West of supporting a coup against Yanukovych and rejected EU proposals to broker a settlement. […]

Europe Relies Less on Russian Gas Than Before

FRANKFURT—The Crimea conflict highlights anew Europe’s reliance on Russian gas, but compared with disputes of the past decade that cut fuel supplies, European countries are now better prepared to weather a showdown. Russia, which over the weekend sparked Western ire by occupying the Crimea region of Ukraine, supplies about 30% of the European Union’s gas by volume, according to Gazprom , the Russian state-controlled gas company. About half of Russia’s gas bound for Europe flows through Ukraine. But those flows halted in 2006 and 2009 amid financial disputes between Moscow and Kiev, with each side blaming the other. During that last spat, gas price soared across Europe and many countries faced shortages. Today, Europe is better prepared to withstand any supply disruptions, experts say. The Continent’s weak economy, new gas pipelines and changing energy policies have weakened demand for fuel and diversified supply routes. Europe today is awash with […]

Ukraine to face consequences for unpaid gas debt

Russian Prime Minister Dmitry Medvedev warned Ukraine there would be "adverse consequences" should it not settle its outstanding gas debt. "[Anyone] who fails to pay for the supplied goods should be aware that it is fraught with adverse consequences, including those related to the revocation of previously reached agreements on beneficial terms of supplies," the former Russian president said Tuesday. In 2009, Russian energy company Gazprom cut gas supplies to Ukraine because of contractual disputes. That left European nations without a reliable source of natural gas as most of their supplies from Russia pass through the Soviet-era pipeline network in Ukraine. Ukraine last year secured relief from its debt obligations by way of a discount for purchased volumes. Gazprom Chairman Alexei Miller said the discount will be suspended in April unless Ukraine settles its outstanding debt from 2013. Miller said Ukraine paid "a little […]

U.S. Effort to Broker Russia-Ukraine Diplomacy Fails

An effort by the United States to broker the first face-to-face diplomatic meeting between Russia and Ukraine over the Crimea crisis failed on Wednesday, but Secretary of State John Kerry and his Russian counterpart announced more discussions in the days ahead. Their remarks left open the possibility of progress toward a solution to de-escalate one of the most serious East-West confrontations since the Cold War. But while Mr. Kerry asserted Wednesday night that his deliberations here had yielded creative ideas and that he planned to resume talks with the Russian foreign minister in Rome on Thursday, there were also signs of how acute the crisis remained. U.S. Hopes Boom in Natural Gas Can Curb Putin

The crisis in Crimea is heralding the rise of a new era of American energy diplomacy, as the Obama administration tries to deploy the vast new supply of natural gas in the United States as a weapon to undercut the influence of the Russian president, Vladimir V. Putin, over Ukraine and Europe. The crisis has escalated a State Department initiative to use a new boom in American natural gas supplies as a lever against Russia, which supplies 60 percent of Ukraine’s natural gas and has a history of cutting off the supply during conflicts. This week, Gazprom, Russia’s state-run natural gas company, said it would no longer provide gas at a discount rate to Ukraine, […]

Putin putting Europe in its place

How the situation in Ukraine may appear if viewed through the Russian leader’s eyes European leaders meet on Thursday to discuss their response to Russia’s effective invasion of Crimea . Vladimir Putin ’s closest allies were last night looking for a face-saving gesture that would allow Europe to end its preoccupation with Ukraine before the situation descends into violent gesture politics. The Russian leader is said to be deeply concerned at the sluggish and divided response of EU leaders and is now looking for ways to “de-escalate” the tension and allow them to back down while looking less hideously impotent than they currently do. Emissaries of the president are understood to be carrying a secret memo from him to Angela Merkel, David Cameron and François Hollande setting out some initiatives Mr Putin could accept in retaliation for his action: “First, I wish to apologise for any difficulty caused to […]

Energy Risks of the Ukraine Crisis

Russia’s intervention in the Crimean Peninsula poses few risks to Europe’s energy supplies, but escalation or Western sanctions could change that assessment. If the crisis expanded to mainland Ukraine, the integrity of that country’s pipelines and the natural gas they carry to EU members would be the most immediate energy concern. Although Ukraine’s energy assets don’t appear to be a major focus of Russia’s occupation of the Crimean peninsula, any escalation of the crisis could have serious energy consequences, regionally and globally. The initial reaction of energy markets has been cautious, with Monday’s jump of around  2% for Brent crude and nearly 10% for European gas futures largely erased in Tuesday’s trading . While some of Russia’s oil exports to Europe transit through Ukraine, the latter’s natural gas pipelines are the bigger worry, especially in light of Russia’s past use of the "gas weapon." It’s always dicey commenting on […]

U.S. LNG can contain Russia, Upton says

Getting more U.S. natural gas to the international market will reduce Russia’s influence in Eastern Europe, U.S. Rep. Fred Upton, R-Mich., said. Upton, chairmen of the Natural Resources Committee, has described the natural gas sector as the "bright spot" in the U.S. economy. Now it’s time to use that advantage for international gain, he said, through more exports of liquefied natural gas. "Expanding U.S. LNG exports is an opportunity to combat Russian influence and power, and we have an energy diplomacy responsibility to act quickly," he said in a statement Monday. European consumers get about 20 percent of their natural gas from Russia, though most of that runs through a Soviet-era pipeline network in Ukraine. Washington has expressed concern about Moscow’s reaction to the February ouster of Ukrainian President Viktor Yanukovych , a Kremlin ally. Upton said bureaucracy at the U.S. Energy Department meant […]

IHS CERAWeek: Russia, West will have to cooperate to resolve Ukraine issues

Russia’s Energy Minister Alexander Novak cancelled his Mar. 4 appearance at IHS CERAWeek given rising tensions between Russia and the Ukraine, and conference panelists discussed the emerging geopolitical situation and what it might mean for energy. Thane Gustafson, IHS senior director of Russian and Caspian energy, said an interim government is going to have to maintain order in Ukraine and to find candidates for an upcoming presidential election. “Ukraine needs fixing,” Gustafson said, adding that he believes “Moscow and the Western countries have to work together” toward a peaceful resolution. Angela Stent, Georgetown University professor in Washington, DC, and an author on US-Russian relations, said, “This isn’t the Cold War…but it has the feel of a Cold War.”  She noted “a huge difference” between Russia and the defunct Soviet Union. “This is the worse time in relations between Russia and the West since the collapse of the Soviet Union,” […]

U.S. Does Have Weapon vs. Putin: Energy

Is it true that the U.S. has few real options to pressure Vladimir Putin to get out of Ukraine? How about a straight business statement from Washington like this: "We are delighted to announce that the U.S. is accelerating its plans to export natural gas and will soon reverse our virtual ban on oil exports. We have such abundant, new supplies of gas and oil in America that we look forward to becoming a major supplier to world markets. And the first customers we aim to serve are our good friends in Europe." These are friends, we’re again reminded by events this week, who are currently hostage to energy supplied by Russia. To date, America’s debate over what to do with its sudden wealth of energy has been about business, economics and the environment—not about securing U.S. interests abroad. Companies like Exxon Mobil , ConocoPhillips and Royal Dutch Shell […]

Russia to hike price on gas supplies to Ukraine

Russia’s state-controlled natural gas giant Gazprom says it will cancel a price discount for natural gas supplies to Ukraine. Gazprom chief Alexei Miller said Tuesday in televised remarks that Ukraine has accumulated a $1.5-billion debt for Russian gas supplies. He added at a meeting with Russian Prime Minister Dmitry Medvedev that Gazprom will cancel a price rebate for Ukraine starting April 1. Russia offered the discounted price and a $15-billion bailout to Ukraine in December following President Viktor Yanukovych’s decision to ditch a pact with the European Union in favor of closer ties with Russia. © 2014 The Associated Press. Russia Gas Threat Shows Putin Using Pipelines to Press Ukraine

OAO Gazprom (OGZD) ’s threat to end natural gas discounts for Ukraine adds to the financial burden on the near-bankrupt government in Kiev and makes Europe’s energy supply part of the escalating crisis. Russia ’s gas-export monopoly said on March 1 it may end last year’s agreement to supply Ukraine at a cheaper rate unless it’s paid $1.55 billion owed for fuel. It’s the first time since the otherthrow of pro-Moscow president Viktor Yanukovych last month that Russia has directly used its position as Ukraine’s dominant energy supplier to pressure the new regime. Vladimir Putin , who has permission from lawmakers to deploy troops to Ukraine, has repeatedly used gas to strong-arm his western neighbor, cutting off supplies twice since 2006 over payment disputes. Because Ukraine hosts a network of Soviet-era pipelines that carry more than half of Russia’s gas exports to the European Union, any […]

U.S., Europe Threaten to Punish Putin

The U.S. and its European allies vowed Sunday to isolate Russian President Vladimir Putin and punish his nation’s economy, demanding he withdraw what they called an occupation force from Ukraine’s Crimean region. Washington began canceling joint economic and trade initiatives with Moscow, including preparations for the summit of the Group of Eight leading nations scheduled to be held in Sochi, Russia, in June. Senior U.S. officials said the administration was also beginning discussions with Congress on implementing targeted economic and financial sanctions on Russian companies and leaders if the Kremlin didn’t begin pulling back from Crimea. "Russian forces now have complete operational control of the Crimean peninsula, some 6,000-plus airborne and naval forces, with considerable materiel," a senior official said. "There is no question that they are in an occupation position in Crimea, that they are flying in reinforcements, and they are settling in." Officials in Washington and around […]

Did Natural Gas Debt Trigger the Ukraine Crisis?

Defending Moscow’s December 18, 2013 agreement to provide Ukraine with an aid package estimated at about $15 billion, and cheaper natural gas through discounts and “gas debt forgiveness” estimated as able to save Ukraine $7 bn in one year, Vladimir Putin said the decision to invest $15 bn in ‘brotherly slavic’ Ukraine, and grant the gas discount was “pragmatic and based on economic facts”. At the time, the “investment” in Ukraine was already conditional – not only on the political issue of Ukrainian loyalty to Moscow – but on Ukraine complying with previous longstanding, often revoked, modified or extended commitments to repay gas debts dating from as far back as the early 1990s.  In December, Russia’s Finance minister Anton Siluanov said payment of the “aid or investment” funds to Ukraine, in tranches of about $2 bn each, would need Ukraine making a serious […]

Traders Watch Ukrainian Pipelines, Ports Amid Crimean Tensions

LONDON—As tensions ratchet higher in Ukraine’s Crimean peninsula, the country’s port operators, international shipping executives and European energy officials reported few disruptions to the vast commodities infrastructure that has made the country a linchpin in the global economy. Ukraine is a key supplier of wheat and corn, and it exports metals and minerals to Europe, Russia and beyond. Ukrainian farms rank as the world’s fourth and fifth largest exporters of corn and wheat, respectively. Much of that feeds African and Mideast markets. Its mills make it the world’s fifth-largest steel exporter. Ukraine also serves as a critical gateway for Russian natural gas to Western Europe. About a fifth of Europe’s annual gas needs flow across the country. Together with Russia, Ukraine forms the northern coast of the Black Sea, a major shipping route for energy, agricultural products and metals. The current unrest in the Crimean peninsula , which juts […]

Ukraine racking up gas debts, Gazprom says

Russian energy company Gazprom said top executive Alexei Miller grilled Ukraine’s vice prime minister on repayment of Kiev’s natural gas debt. Gazprom said Monday in a statement Miller met in Moscow with Ukraine’s acting Deputy Prime Minister Yuri Boiko to discuss "the issues of operation in the winter period and repayment of the existing gas debt by [Ukraine’s natural gas company] Naftogaz Ukrainy." Russian President Vladimir Putin’s office said Ukraine is already falling behind on its energy bills and owes Gazprom more than $3 billion, state news agency RIA Novosti reported. Gazprom in 2009 cut gas supplies to Ukraine because of contractual disputes. That left downstream consumers in Europe in the cold for several weeks as most of their Russian gas runs through the Soviet-era transit system in Ukraine. After Ukraine’s November decision to suspend association talks with the European Union, Putin cut […]

Russia concerned by Ukrainian fracking

The Russian Natural Resources Ministry said Friday it was concerned hydraulic fracturing in neighboring Ukraine could pollute regional water supplies. The ministry issued a statement Friday saying it was concerned about the prospects for shale natural gas development in neighboring Ukraine. Hydraulic fracturing, known also as fracking, uses large quantities of water mixed with potentially harmful chemicals to get at oil and natural gas deposits locked in shale formations. Environmental groups have expressed concern some of that water could eventually spoil drinking water supplies. Deputy Environment Minister Rinat Gizatulin said there are real concerns about contamination because potential drilling sites may be in close proximity to aquifers. He said Friday a letter was sent to his Ukrainian counterparts calling for a bilateral meeting to address the issue. Chevron and Royal Dutch Shell are among the energy companies interested in developing Ukrainian shale. The government […]

UK braced for flooding as high tides peak

A man speaks on the phone while standing in knee-deep flood water 3 January 2014 Last updated at 04:02 Severe flooding is expected in parts of the UK as high tides combine with heavy rain and strong winds later. The Environment Agency has issued 21 severe flood warnings – which mean "danger to life" – affecting south-west England, Gloucestershire and Wales. The Met Office has warned of flooding in Scotland and Northern Ireland. On Thursday, Environment Minister Owen Paterson said "exceptional weather" would hit the UK on Friday and over the weekend. Many of the severe flood warnings relate to the coasts of Devon and Cornwall, with the highest risk of flooding expected for two to four hours either side of Friday morning’s high tides. High water is expected at 05:42 GMT at Penzance, 06:54 at Plymouth, 07:05 at Barnstaple and 07:57 at Weymouth in Dorset. Waves more than […]

Europe will sleep warm, Ukraine says

Ukrainian President Viktor Yanukovych said European energy consumers will stay warm this winter as a result of efforts to resolve gas issues with Russia. “Europe will sleep calmly, in warmth, if Ukraine maintains normal relations with Russia,” he was quoted by the National News Agency of Ukraine as saying Tuesday. Ukraine was able to reach an agreement with Russia to defer payments toward debt incurred this year from natural gas deliveries from Russian energy company Gazprom. Disagreement in 2009 prompted Gazprom to cut gas deliveries through Ukraine, which left European consumers in the cold for several weeks. European consumers get about 20 percent of their gas needs met by Russia, much of it through a Soviet-era transmission network in Ukraine. The deal that broke the 2009 impasse left Ukraine with a higher debt burden for gas than its European counterparts. Yanukovych said the […]

Ukraine Officials Fail to Show to Sign Gas Import Deal

Ukrainian officials failed to turn up to sign a deal Wednesday that could open a natural gas supply route via Slovakia, according to several people familiar with the situation, raising concerns that Kiev was walking away from an agreement the European Union spent months brokering. The gas deal would have opened up a major gas supply route to Ukraine that could have significantly reduced Kiev’s dependence on Russian supplies. The EU had hoped the deal would encourage authorities in Kiev to sign onto an EU trade and political deal. Though President Viktor Yanukovych’s government said two weeks ago that it was putting that trade pact on hold, the gas agreement remained on the table. Ukraine has for years sought cheaper gas from Russia without success, but importing gas from the EU via Slovakia would give it access to large volumes at what Ukraine says would be a lower price. Ukraine gets brief gas break from Gazprom

KIEV, Ukraine, Dec. 4 (UPI) — The director of Ukraine’s national energy company Naftogaz said Russian natural gas company Gazprom agreed to a delay in the repayment of gas debts. Naftogaz Chief Executive Officer Yevgeny Bakulin said his company reached an agreement with Gazprom to defer natural gas payments for winter fuel deliveries until early 2014 because of “problems” in the region, Russia’s state news agency RIA Novosti reported Tuesday. Gazprom in October expressed concern with Ukraine when it hadn’t yet settled an $882 million bill for August natural gas deliveries. Bakulin said some of the outstanding debt had been settled and Gazprom should consider that when making future decisions about gas deliveries to Ukraine. Gazprom, most recently in 2009, cut gas supplies to Ukraine because of outstanding debt. That left downstream consumers in Europe with a gas shortage because the bulk of their gas supplies from Russia run […]

Ukraine, Gazprom make amends

KIEV, Ukraine, Nov. 19 (UPI) — Ukrainian Energy Minister Eduard Stavytsky said a deal was reached with Russian energy company Gazprom that may avert a winter gas crisis. Gazprom in 2009 cut gas supplies to Ukraine following contractual disputes over payments. In early November, Gazprom said Ukraine had more than $880 million in unsettled debt from its August natural gas bills, sparking fears of another gas spat. Stavytsky said Monday both sides reached an agreement that may stave off another payment row. “We have reached a compromise that will allow Ukraine to timely pay for the natural resources that we receive under the new schedule that has been signed, and meet the needs of all of our partners — on behalf of the supplier of gas — Gazprom and on behalf of the transit [country],” he was quoted by the National News Agency of Ukraine as saying. The minister […]

EU, Ukraine Close In on Natural-Gas Deal

The European Union is closing in on a deal that would allow Ukraine to get natural gas from sources to the West rather than from Russia, people familiar with the matter said. Such a move could ease the way for the former Soviet republic to pursue closer economic links with Europe, despite threats of retaliation from the Kremlin. The prospective natural gas deal comes 10 days before leaders of the 28-nation EU and its eastern neighbors meet in Vilnius, Lithuania. The centerpiece of the summit is intended to be a sweeping trade and political deal between Brussels and Kiev, but the signing has been in doubt because of a number of issues, including the fate of the jailed former prime minister Yulia Tymoshenko. Ukraine’s parliament meets again Tuesday to consider a solution to the EU’s demand that she be freed and allowed to go abroad for medical treatment. Meanwhile, […]

Gazprom Raises Concerns Over Gas Transit to Europe via Ukraine

By James Marson MOSCOW–Ukraine is taking gas from its underground storages, which could have a “negative effect” on gas transit to Europe, a senior executive from Russian state gas firm OAO Gazprom (GAZP.RS) said Thursday. Ukraine said this week that it stopped taking gas from Gazprom at the start of November as it had sufficient supplies until the end of the year. “That means domestic production and underground storages are used to provide for the needs of the domestic market,” said Pavel Oderov, head of Gazprom’s International Business Department. He said gas reserves in storage are needed to ensure gas transit to Europe. Russia accounts for one-quarter of Europe’s gas needs, the bulk of which flows via Ukraine. Supplies to Europe were disrupted in 2006 and 2009 amid price and contract disputes between Ukraine and Russia. Ukraine owes $1.3 billion for gas deliveries, and Gazprom is considering granting an […]

Ukrainian natural gas demand slumps

KIEV, Ukraine, Nov. 13 (UPI) — Ukrainian Energy Minister Eduard Stavytsky said Wednesday his country needed less natural gas than expected because of lower demand. Stavytsky said Ukrainian energy company Naftogaz has enough gas on hand to keep domestic needs satisfied through the end of the year without imports from Russia. “The demand for gas is almost 45 percent lower than Naftogaz had planned,” RIA Novosti quoted him as saying. The Russian news agency said he attributed the lower demand to warmer weather in Ukraine. Naftogaz said it secured 113 billion cubic feet of natural gas from Russian energy company Gazprom in October and has stopped the gas imports for the rest of the year. Contractual disputes between Ukraine and Gazprom prompted Russia in 2009 to cut off natural gas supplies and Ukraine says it’s paying more for Russian gas than its regional counterparts under the terms of a […]

Shell to Drill First Wells in $10 Billion Ukrainian Project

Royal Dutch Shell Plc (RDSA) , which signed a $10 billion shale gas deal with the Ukrainian government this year, expects to start drilling in the Yuzivska field next year. Shell will need to drill as many as 15 wells to complete the initial exploration appraisal of the 8,000 square-kilometer (3,100 square-mile) Yuzivska field in the eastern part of the country, Graham Tiley, the country manager of Shell Ukraine , said in an interview in Kiev On Nov. 6. Separately, the company has also completed drilling its first well in the Kharkiv region and is preparing to drill two more next year, he said. Ukraine, which depends on expensive Russian gas imports to cover more than 60 percent of its consumption, is pushing to develop its own reserves, both onshore and offshore, in the Black Sea . The government signed a production-sharing agreement with Chevron Corp. (CVX) yesterday for […]

Gazprom: Ukraine short on paying off debt

MOSCOW, Nov. 6 (UPI) — It’s too early to declare a thaw in the natural gas relationship between Russia and Ukraine, a spokesman from Russian gas company Gazprom said. Alexei Miller , chief executive officer at Gazprom, said last week Ukraine has more than $880 million in unsettled debt from its August natural gas bills. Sergei Kupriyanov , a Gazprom spokesman, said Kiev has a long way to go before settling its obligations. “We have received several small installments for gas supplies in August, but it’s too early to speak about complete payment of the debt,” he was quoted by Russia’s state-backed news agency RIA Novosti as saying Tuesday. A debt row in 2009 prompted Russia to cut gas supplies to Ukraine. That decision left downstream European consumers in the cold for weeks because most of their Russian gas supplies run through Soviet-era pipelines in Ukraine. The Ukrainian government […]

EU optimistic over latest Russian, Ukrainian gas spat

KIEV, Ukraine, Nov. 5 (UPI) — Neither party to the latest natural gas row between Ukraine and Russia seems interested in revisiting past conflicts, a European commissioner said. Gazprom Chief Executive Alexei Miller said last week Ukraine has yet to pay its August natural gas bill of $882 million. Gazprom cut natural gas supplies to Ukraine most recently in 2009 because of payment concerns. European Energy Commissioner Gunther Oettinger said he was upbeat about the prospects for a resolution. “I am sure everyone is interested that the year 2009 [is not repeated] again,” he was quoted as saying in a Tuesday report from the National News Agency of Ukraine. He stressed the onus may be on Russia to resolve the issue because of its reliance on natural gas revenue from members of the European Union. European countries get about 20 percent of their natural gas needs met by Russia, […]

Ukraine minister: Naftogaz debt to Gazprom to be resolved Monday

KIEV, Ukraine, Nov. 4 (UPI) — A dispute over late payment of $882 million owed by Ukraine’s Naftogaz to Russia’s Gazprom will be resolved Monday, a Ukrainian minister said. Minister of Energy and Mines Eduard Stavytskyy told Ukrainian broadcaster Channel 5 Saturday during a soccer game between ministers and members of Parliament the problem of debts for Russian gas will be hammered out Monday. He said the talks between Naftogaz and Gazprom are in the the final stages, but wouldn’t reveal the nature of any of the negotiations, or if the government will step in to provide financial help for the Ukrainian company. “I want to emphasize that the issue is actually solved and on Monday you will learn the details,” Stavytskyy said. He said last week he had given the two energy companies until Thursday to come to an agreement on the debt, but that deadline was pushed […]

In an interview with Reuters, he denied Russia’s demands for payment had anything to do with opposition to Ukraine signing agreements with the European Union this month which would mark a historic shift away from former imperial master Moscow. But the 48-year-old ex-president said the "special relationship" between the two former Soviet republics would change if Ukraine moved closer to Europe and that Kiev should no longer come to Moscow seeking loans. Chevron inks shale gas deal in Ukraine

KIEV, Ukraine, Oct. 31 (UPI) — The Ukrainian government announced it approved a draft agreement with Chevron for shale natural gas extraction in the western part of the country. Ukrainian Prime Minister Mykola Azarov said under the draft deal Chevron would invest $350 million in shale exploration at the Oleske field in western Ukraine, the National Radio Company of Ukraine reported Wednesday. NRCU reported the field is expected to hold more than 100 trillion cubic feet of natural gas. The announcement comes after Russian energy company Gazprom said Ukraine was late in paying off its natural gas debt. Gazprom cut natural gas supplies to Ukraine most recently in 2009 because of payment concerns. Ukraine says it’s paying more for Russian gas than its regional counterparts. Ukraine is one of the Eastern European countries thought to be rich in shale natural gas. The government said there may be enough natural […]
