Will Islamic State’s Rise Turn U.S. Public Opinion?

People gathered outside of the White House in June to protest against renewed U.S. involvement in Iraq. Associated Press Here in the nation’s capital, the question of the moment is whether the rise of the Islamic State extremist group has changed President Barack Obama ‘s reluctance to re-engage in Iraq militarily, or to really intervene for the first time in Syria—and that certainly is an important question. But equally important and far less discussed is this: Has the specter of a new, different and frightening kind of Islamic extremism changed the American public’s deep reluctance to engage anew in the Middle East? Privately, some administration officials think it probably will. But it is hard to tell that yet from either public polling data, which is sparse in August, or the sketchy discourse in the midterm elections, which tends to reflect the national conversation as much as shape it. What […]

Iran Postpones Oil Deals Roadshow to 2015

LONDON—Iran is delaying a London oil contracts roadshow to next year to make it possible for Western companies to sign them, an Iranian oil official said Monday. The news comes after the Islamic Republic last month failed to reach a comprehensive nuclear agreement with six world powers, postponing a deadline to reach a deal to Nov 24. The delay has forced companies from the U.S. and the European Union to delay their return to the country’s vast oil and gas resources. Speaking to The Wall Street Journal, the Iranian oil official said "the conference in London will be in February 2015." Iran’s oil ministry had already postponed the date from July to early November 2014. A committee set up by oil minister Bijan Zanganeh has proposed draft oil contracts designed to attract Western investors to Iran. But sanctions currently ban U.S. and European companies from entering the country’s hydrocarbon […]

Iran testing gas pipeline to Iraq

The first stage of a natural gas pipeline connecting Iran to Iraq is ready for testing, the head of an Iranian gas development company said. Alireza Gharibi, managing director of the Iranian Gas Engineering and Development Co., said a 60-mile pipeline crossing the Iranian border into Iraq is ready for water deliveries as part of an initial testing process. Once cleaning operations and testing are completed, the pipeline will be ready for initial exports of 176 million cubic feet of natural gas per day. "When this part of the pipeline becomes operational, additional pipeline loops will increase gas export to Iraq," he said Saturday. Iran said last week natural gas production is on the rise and on pace to reach 35 billion cubic feet in the next three years with help from the South Pars field. Iran has held out its vast gas resources as an option for a […]

Iran says ‘completing’ nuclear steps agreed with IAEA

VIENNA/DUBAI (Reuters) – Iran is "in the process" of completing measures on transparency in its nuclear research that were agreed with the U.N. atomic agency, a senior Iranian official was quoted as saying, suggesting Tehran had at least partly met a Monday deadline for cooperation. Atomic energy chief Ali Akbar Salehi did not give details in remarks reported by the official IRNA news agency. Those remarks came a few days after diplomatic sources in Vienna told Reuters the U.N. watchdog’s investigation into suspected atomic bomb research by Iran appeared to be making only limited headway. Western officials say Iran must address the questions of the International Atomic Energy Agency (IAEA). They say that would be an important boost for parallel diplomatic efforts to end the dispute over a nuclear program the country says is peaceful. Under an accord reached by the U.N. agency and Iran in November in an […]

Baku, Tehran sign energy agreements

Azerbaijan said it signed a memorandum of understanding to broaden energy ties in the Iranian oil and natural gas sector. The State Oil Co. of the Azerbaijan Republic said its delegates have spent the last three days in Iran visiting with ministers and representatives from the energy sector. SOCAR said it reviewed interests expressed by Iran’s Khazar Exploration and Production Co. to work on oil and gas issues ranging from production to transportation of reserves between the two Caspian nations. "The event ended with signing of a memorandum of understanding between Iran’s Khazar Exploration & Production Co. and SOCAR," the Azeri company said Thursday. Iranian Minister of Communication and Information Technologies Mahmoud Vaezi met in Baku with SOCAR Director Rovneq Abdullayev in early August to review an offer from Baku to coordinate energy policies more closely for the sake of the needs of the European community. Azerbaijan is scheduled […]

Iran wants to develop mini-LNG plants

Hamid Reza Araqi, managing director of the National Iranian Gas Co., said the government is considering as many as four small-scale LNG facilities for domestic use. Storage facilities associated with the plants could store 3.1 billion cubic feet of natural gas. "After the launch of the invitation [in October], investment companies can announce their readiness for contribution to the construction of mini-LNG plants," the director said. Iran said it’s producing enough natural gas that imports are on the decline. The director said using LNG in some parts of the country may be easier than building pipelines . The LNG plants would require at least $100 million in investments. Such investments in Iran may be limited by economic sanctions targeting Iran’s energy sector, imposed by Western governments wary of Iran’s nuclear ambitions.

Iran claims boost in gas production

Iran said Tuesday natural gas production is on the rise and on pace to reach 35 billion cubic feet in the next three years with help from the South Pars field. Iranian Deputy Petroleum Minister Rokneddin Javadi said Iran has stopped importing some types of fuel because production has increased . "During the first four months of the current [calendar] year [which started on March 21], our country’s gas production has increased 30 percent from the year before," he said in a statement Tuesday. Iran has held out its vast gas resources as an option for a European community looking to break the Russian grip on the energy sector. Sanctions imposed by Western powers limit some of Iran’s energy ambitions. Iran was eager to take part in the now-shelved Nabucco natural gas pipeline planned for Europe by sourcing gas from the South Pars field , which accounts for about […]

Visit to Iran to Discuss Nuclear Program Was ‘Useful’ Says IAEA Chief

Iranian President Hasan Rouhani, right, met Yukiya Amano, left, Director General of the International Atomic Energy Agency at the weekend ahead of a deadline for Tehran to answer allegations of past nuclear weapons research. Agence France-Presse/Getty Images The chief of the International Atomic Energy Agency said a weekend visit to Tehran was "useful" as the IAEA continues to push for clarification on Iran’s previous nuclear work. Iran is scheduled to deliver information on two key aspects of its past nuclear work by next Monday. The West suspects the research was aimed at developing nuclear weapons , which Tehran denies. The intensifying talks between Iran and the IAEA are separate from the broader international talks over Iran’s nuclear future, but are considered critical to the success of those talks. The visit to Iran by Yukiya Amano, IAEA’s director general, was his first since a broad agreement last November in which […]

Iran leans on oil for economic recovery

An economic adviser to Iranian President said developing the oil and gas industries could pull the nation’s economy back from the brink. An April report from the International Monetary Fund said inflation and unemployment are both high in the Iranian economy and the outlook was "highly uncertain." Constraints on oil revenues as a result of Western economic pressure means the Iranian economy is expected to continue contracting at least through the rest of this year, the bank said. Masoud Nili, the economic advisor to the president, said the economy could recover with the help of oil and gas sector development. A package developed for Tehran puts much of the focus on oil. "The package is expected to remove hurdles and challenges in the production sector and spur production," he said Sunday. The government said oil production increased 11 percent in the four months since the March 21 start of […]

Iran Lures Investors Seeing Nuclear Deal Ending Sanctions

Bloomberg Markets Magazine On a May afternoon in Tehran, a Russian in a dark suit sits in the crowded lobby cafe of the Espinas Persian Gulf International Hotel with his Farsi translator, sipping coffee with potential Iranian partners while discussing the price of soy fiber. No sooner do they vacate their armchairs than another group of besuited businessmen takes their place, this time conversing in Italian and Farsi about industrial motors. The Espinas, one of Tehran’s few luxury hotels, opened in 2009, just as successive rounds of sanctions over Iran’s nuclear program were drawing an ever-tighter noose around the economy. With the restrictions biting, the Espinas’s lobby, adorned with pink-granite columns and faux Achaemenid sculptures, emptied out. Today, however, amid glimmers that sanctions will be lifted, finding a room at the Espinas isn’t easy, Bloomberg Markets magazine will report in its September issue. “All the five-star hotels are full […]

Iran says no oil trade deal with Russia yet

The chief of staff for Iran’s president said oil and natural gas contracts with Russia were on the table, though formal deals would evolve in the future. Mohammad Nahavandian, chief of staff for Iranian President Hassan Rouhani , said Iran was eager to strengthen its economic ties with Russia . "Both sides will try to sign agreements in different fields, including in the oil and natural gas sector," he said Tuesday. Western governments had expressed concern over the possibility that Iran was working on an oil-for-goods swap deal with Russia. Iranian Oil Minister Bijan Zanganeh said the government had endorsed such a deal, but nothing was formalized. "We do not have any oil barter trade deal between Iran and Russia," he said in a statement. Both sides already cooperate in a variety of fields, with Russia supplying fuel for Iran’s nuclear reactor at Bushehr . The president’s chief of […]

With Natural Gas Byproduct, Iran Sidesteps Sanctions

Iran is finding a way around Western sanctions to export increasing amounts of an ultralight oil to China and other Asian markets, expanding the value of its trade by potentially billions of dollars a year. The exports come during a slight thaw in Iran’s relations with the West as negotiations over its nuclear program continue, and energy experts say it is counting on the United States and Europe to tolerate an increasing export stream. According to Iranian customs data, the country in recent months has exported 525,000 barrels a day of the ultralight oil, known as condensates, over two times more than it did a year ago. In the last three months, the sales have generated as much as $1.5 billion in extra trade — a rate of about $6 billion a year — based on Iranian trade figures and market prices, analysts said. The result has been an […]

Petrodollar Under Threat As Russia And Iran Sign Historic 500,000 Barrel A Day Oil Deal

Russia Delivers Blow To Petrodollar In Historic $20 Billion Iran Oil Deal Russia signed a historic $20 billion oil deal with Iran to bypass both western sanctions and the dollar based western monetary system yesterday. President Putin Admire Gold Bar (London Gold Delivery Bar) Currency wars are set to escalate as the petro dollar’s decline continues.   Russian Energy Minister Alexander Novak and his Iranian counterpart Bijan Zanganeh signed a five-year memorandum of understanding in Moscow, which included cooperation in the oil sector. "Based on Iran’s proposal, we will participate in arranging shipments of crude oil, including to the Russian market," Novak was quoted as saying. The five year accord will see Russia help Iran “organise oil sales” as well as “cooperate in the oil-gas industry, construction of power plants, grids, supply of machinery, consumer goods and agriculture products”, according to a statement by the Energy Ministry in Moscow. U.S. Nuclear Negotiator to Resume Talks With Iran

The Obama administration’s chief nuclear negotiator is meeting Thursday with Iranian officials in Geneva as negotiations resume on a deal to prevent the Islamic republic from developing nuclear weapons. The State Department said Undersecretary Wendy Sherman will be part of a U.S. delegation that also includes Deputy Secretary of State William Burns. Iran and six world powers failed last month to meet their target date for cutting a nuclear deal but agreed to extend the talks until November . Lawmakers Voice Skepticism on Iran Nuclear Deal

The Obama administration officials engaged in nuclear negotiations with Iran ran into a wall of skepticism at two congressional hearings on Tuesday, with members of both parties insisting on a vote on any final agreement with the Tehran government and administration officials strongly hinting that they have little intention of complying. The disagreements surfaced after Wendy R. Sherman , the under secretary of state for policy and the lead American negotiator with Iran, made the case that the four-month-long extension in negotiations agreed to by the administration, along with modest additional sanctions relief, were warranted “because we have seen significant progress in the negotiating room.” Specifically, she said the progress had been made in discussions about redesigning a plutonium reactor so that it would not produce weapons-grade fuel and converting Iran’s deep-underground uranium enrichment site, called Fordow, to another purpose. Yet Ms. Sherman also acknowledged that Iran […]

Iran leader calls for arming Gaza to fight Israel

Iran’s supreme leader on Tuesday called on Muslims from around the world to help arm Gaza Palestinians in their fight against Israel. The call by Ayatollah Ali Khamenei was his latest such message during the ongoing war between Gaza’s Hamas rulers and Israel. Khamenei claims that while Israel and America seek to disarm Hamas, Iran says "the opposite … the Muslim World has a duty to arm the Palestinian nation by all means." Iran, a staunch Hamas ally, does not recognize Israel and supports militant anti-Israeli groups such as the Palestinian Hamas and Lebanon’s Shiite Hezbollah group. Iran does not recognize Israel and has considered the Jewish state its archenemy since the 1979 Islamic Revolution that toppled the Western-backed monarchy and brought clerics to power Khamenei spoke at a prayer ceremony in Tehran as Shiite Iranians marked the beginning of Eid al-Fitr holiday that follows […]

As US kicks off crude exports, Iran casts a shadow in Asia

The United States faces an awkward rival in its first attempts in 40 years to export crude oil – Iran. Iran, whose economy has been throttled by Western sanctions that have halved its crude shipments, is now selling higher quality and cheaper oil to China that leaves little room for the U.S. crude to enter the world’s top energy consumer. While buyers in Japan and South Korea have been willing to trial a U.S. grade of the super-light crude known as condensate, China has already locked in annual contracts with Tehran and is not expected to take any U.S. oil in the short-term. With U.S. producers looking to open a trade route to sell surplus condensate from the U.S. shale boom, worries about quality and legal issues have added to doubts about how much of the oil the rest of Asia can take. “China gets condensate from Iran, which […]

EIA: Iran still hurt by sanctions

International sanctions still inhibit Iran’s ability to attract foreign investments to its energy sector, the U.S. Energy Information Administration said. EIA, the statistical arm of the Energy Department, updated its country profile for Iran. The report , published one day after the U.S. Treasury Department said sanctions relief for Iran will continue through November, said investors may face restrictions in Iran’s energy sector. "International sanctions continue to affect foreign investment in Iran’s energy sector, limiting the technology and expertise needed to expand the capacity at oil and natural gas fields and reverse production declines," the report said. Iran under the terms of an agreement reached with Western powers in November 2013 secured relief from some sanctions on its energy sector in exchange for a pledge to curb its nuclear research activity. Iran can export around 1 million barrels of oil per day according to the terms of the deal […]

IRAN

According to data from the International Energy Agency (IEA), Iran’s crude oil and condensate exports averaged 1.1 million bbl/d in 2013, 1.4 million bbl/d less than the volume exported in 2011. Iran’s ability to sell oil was substantially impeded by new sanctions imposed by the United States and the EU, which went into effect in summer 2012. Iran’s exports increased in the beginning of 2014. From January to May 2014, Iran’s exports averaged 1.4 million bbl/d, 300,000 bbl/d higher than the 2013 annual average, according to the IEA. China and India accounted for nearly all of that increase. Effects of 2011-12 sanctions According to the IEA, Iranian crude oil and condensate exports declined by 1 million bbl/d in 2012 compared with the previous year. The decline is attributed to new sanctions imposed by the United States and the EU at the end of 2011 and during the summer of […]

Sanctions relief for Iran extended

The U.S. Treasury Department said sanctions relief on Iran, which includes oil export provisions, is extended through November. Iran under the terms of a November 2013 agreement secured relief from some of the sanctions targeting its energy sector in exchange for a pledge to cut back on its nuclear research activity. The International Atomic Energy Agency, the United Nations’ nuclear watchdog, said Iran has converted its uranium stockpiles into a form that’s difficult for use in a nuclear weapon. The Treasury Department said members of the P5-plus-1 — Britain, China, France, Russia, the United States plus Germany — agreed with Iran to continue moving forward under the terms of the November 2013 joint plan of action. "The U.S. government has extended through Nov. 24, 2014, the sanctions relief provided for in the joint plan of action," the Treasury Department said Monday. Iran is limited to exporting approximately 1 million […]

Iran Seen Keeping Oil Sales Steady as Nuclear Talks Extended

Iran ’s oil exports will remain near the highest level in two years as talks with six global powers over the Persian Gulf state’s nuclear program are extended for four more months, according to six analysts in a survey. Sales of crude and condensates by Iran to six main buyers averaged 1.27 million barrels a day in the first six months of the year, according to data compiled by Bloomberg from customs statistics and International Energy Agency estimates. Shipments will stay near that level in the second half, according to the analysts Bloomberg surveyed on July 16 and 17. “Iran’s going to want oil exports to keep edging up, and the U.S. has been willing to allow some wiggle room,” Robin Mills, an analyst at Manaar Energy Consulting & Project Management, said by phone from Dubai yesterday. “The extension is a sign they’ve made progress on nuclear talks and […]

Iran nuclear talks given four month extension

Iran and six world powers have agreed to a four-month extension of negotiations on a nuclear deal with Tehran after failing to meet a July 20 deadline due to "significant gaps" between the two sides, the European Union and Iran said on Saturday. "There are still significant gaps on some core issues which will require more time and effort," EU foreign policy chief Catherine Ashton and Iranian Foreign Minister Mohammad Javad Zarif said in a joint statement, the Reuters news agency reported. Iran, the United States, Britain, France, Germany, Russia and China had set a July 20 deadline to complete a long-term agreement that would resolve the decade-old dispute over Tehran’s nuclear ambitions. But diplomats said they were unable to overcome significant differences on major sticking points. "We will reconvene in the coming weeks in different formats with the clear determination to reach agreement on a Joint Comprehensive Plan […]

Sanctions Nearly Halve Iran Oil Export Revenue in Two Years, OPEC Says

LONDON—Sanctions have nearly halved Iran’s petroleum export revenue in the past two years, OPEC data showed Friday, as the impact of international restrictions on its oil deepens. Iran has been locked in talks with six world powers to reach a final understanding over its controversial nuclear program. But despite the signature of an interim deal in November, the two sides have failed to make significant headway, leaving Iran’s economy in tatters. In its annual statistical report, the Organization of the Petroleum Exporting Countries said revenue generated by Iranian petroleum exports fell to $61.92 billion in 2013, down 46% from $114.75 billion in 2011. International sanctions banning sales of Iranian oil to the European Union and limiting them in Asia cut the country’s petroleum exports by 42% in 2013 compared with the previous year. Though oil sales had already fallen in 2012, the drop in volumes had been largely compensated […]

Iran secured consent to export around 1 million barrels of oil per day as part of a November agreement to curb its nuclear activity. U.S. State Department spokeswoman Jen Psaki said Iran has been operating according to the terms of agreement. "We feel comfortable that the crude oil exports of Iran are remaining in the million to 1.1 million barrel a day average," she said during her regular press briefing Thursday. Iran this week brushed off reports from the International Energy Agency saying its crude oil exports were in decline. IEA in its latest monthly market report suggested Iranian crude oil exports were down considerably. Psaki said Iran isn’t skirting its international obligations, though Washington is monitoring the situation closely. "The secretary [of state] […]

Iran oil exports normal

Any declines in Iranian oil exports are normal, though supplies to Asian economies are in line with contractual obligations, an executive said. Mohsen Qamsari, director of international affairs at the National Iranian Oil Co., said exports to China and India are in line with contractual volumes. In its latest monthly oil report , the International Energy Agency said Iranian oil exports were down by as much as 36 percent to 510,000 barrels per day. Qamsari said any variances in export levels were natural. Iran secured some relief from Western sanctions targeting its energy sector in exchange for a November agreement from Tehran to curb nuclear research activity. The U.S. government said Iran can export oil so long as it stayed around 1 million bpd, according to the terms of the November agreement. Qamsari offered no export level for India. Exports to China, he said, increased 36 percent in May, […]

Negotiators Turn to Possible Extension of Iran Nuclear Talks

Iranian Foreign Minister Javad Zarif at a news conference in Vienna on Tuesday. Reuters VIENNA—Negotiations over Iran’s nuclear program on Wednesday turned to the possible extension of the talks, with senior officials saying the current round could end as early as Friday. U.S. Secretary of State John Kerry , who left Vienna on Tuesday after two days of talks with his Iranian counterpart, met with U.S. President Barack Obama and Vice President Joe Biden to discuss the negotiations and "talk about the path forward," a senior State Department official said. Meanwhile, in Vienna, negotiators from the U.S., Iran and the European Union met for discussions that focused mainly on options for extending the negotiations, a western diplomat said. On Tuesday, both Mr. Kerry and Iranian Foreign Minister Javad Zarif signaled that negotiations would likely continue, and diplomats said the most-likely scenario was that Sunday’s deadline would be pushed back […]

Tangible Progress Made in Iran Nuclear Talks, Kerry Says

U.S. Secretary of State John Kerry speaks during a news conference in Vienna on Tuesday. Reuters VIENNA—After two days of talks over Iran’s nuclear program, U.S. Secretary of State John Kerry and Iranian Foreign Minister Javad Zarif said Tuesday there had been progress but that significant differences remain. In comments that appear to significantly raise the chance that Washington will agree to extend talks beyond July 20, Mr. Kerry said he sees a way for the negotiations to advance and that there is much work still to do. Mr. Kerry said the U.S. is committed to a "diplomatic course" in the negotiations over Iran’s nuclear program. "I have said—and I repeat—there has been tangible progress on key issues," Mr. Kerry said. "However, there are also very real gaps on other key issues." Iran Outlines Nuclear Deal; Accepts Limit

VIENNA — Iran’s chief nuclear negotiator, faced with an imminent deadline for an agreement with the West on the future of the country’s nuclear program, said in an interview on Monday that Iran could accept a deal that essentially freezes its capacity to produce nuclear fuel at current levels for several years, provided it is then treated like any other nation with a peaceful nuclear program. The proposal, which Iran said was conveyed to the United States and five other world powers during closed-door negotiating sessions in Vienna, would effectively extend a limited series of concessions Iran made last November as part of a temporary deal to get negotiations started on a permanent accord. In return, Iran wants step-by-step relief from sanctions that have substantially weakened its economy. Offering a rare glimpse into the secret talks, Iran’s foreign minister, Mohammad Javad Zarif, described a proposal that sought to satisfy […]

Fate of the Iran Nuclear Talks Hangs on Three Questions

Iranian President Hassan Rouhani waves after speaking at a press conference in Tehran in June. Associated Press It’s crunch time with Iran. Negotiators from the U.S. and five other international powers have until Sunday to reach a long-term deal with Iran on reducing its nuclear program, declare the negotiations a failure, or make the politically awkward decision to extend their self-imposed deadline for a deal. U.S. officials don’t want to talk about extending the deadline—that would just reduce pressure to get an agreement—though an extension seems the likeliest outcome as a bevy of high-level negotiators wrestle in marathon talks in Vienna. The mood of the talks has gone from optimistic weeks ago, as Iran made concessions on items such as the future of its Arak nuclear reactor, to pessimistic in recent days as it becomes clear a giant gap remains on the crucial question of how much capacity Iran […]

Iran Indicates Some Flexibility Over Nuclear Deal, Diplomats Say

Iran’s Foreign Minister Javad Zarif, left, meets with U.S. Secretary of State John Kerry, right, at talks between the foreign ministers of the six powers negotiating with Tehran on its nuclear program in Vienna on Sunday. Associated Press Although Iran’s suggestion isn’t Tehran’s only proposal on the table, and it is very unlikely to be accepted in current form by the West , it is the first time Iran has shown some flexibility on future enrichment rights-—a key obstacle to a deal. The signs of some flexibility come with six days to go before the July 20 deadline for completing a nuclear deal as U.S. Secretary of State John Kerry held a second day of […]

Iranian oil shipments still restricted

Iranian crude oil tankers are still restricted by international sanctions because of problems with insurance coverage, an official said Monday. Ali Akbar Safaei, director of the National Iranian Tanker Co., said that, although sanctions in the company were lifted, getting insurance coverage was still restricted by international sanctions. Iran last year secured modest relief from sanctions targeting its energy sector in exchange for agreement to curb some of its nuclear research activity. U.S. Secretary of State John Kerry traveled Monday to Vienna to meet with Iranian Foreign Minister Javad Zarif and European delegates leading multilateral nuclear negotiations. The U.S. State Department said Kerry is expected to weigh Iran’s willingness to make the "critical choices" necessary for a comprehensive agreement on nuclear issues. The presence of Hossein Fereydoun, who also serves as a special adviser to the president, came to light after he was photographed in one of the sessions between Iran and European foreign ministers. Fereydoun’s presence was also reported by Iran’s state-run Islamic Republic News Agency . “He’s the president’s eyes and ears,” Ali Vaez, an Istanbul-based analyst for the International Crisis Group , said in an e-mailed reply to questions. Thirteen days into negotiations between world powers and Iran, significant gaps remain over the Persian Gulf nation’s uranium-enrichment capacity. U.S. Secretary of State John Kerry arrived in the Austrian capital yesterday along with his counterparts from France, Germany and the U.K. Kerry is […]

U.S., Iran say disputes remain in nuclear talks as deadline looms

U.S. Secretary of State John Kerry said on Sunday major differences persist between Iran and six world powers negotiating on Tehran’s nuclear program, with a week to go before a deadline for a deal. The United States, Britain, France, Germany, Russia and China want Iran to reduce its nuclear fuel-making capacity to deny it any means of quickly producing atom bombs. In exchange, international sanctions that have crippled the large OPEC member’s oil-dependent economy would gradually be lifted. Iran says it is enriching uranium for peaceful energy purposes only and wants the sanctions removed swiftly. But a history of hiding sensitive nuclear work from U.N. inspectors raised international suspicions and the risk of a new Middle East war if diplomacy fails to yield a long-term settlement. "Obviously we have some very significant gaps still, so we need to see if we can make some progress," Kerry […]

Iran’s Oil Exports Dropped to Lowest Level Since October, Says Watchdog

Iran’s oil exports dropped to their lowest level since October but are still set to narrowly surpass an agreed cap at the end of the month, data released by a top energy watchdog showed Friday. An interim nuclear agreement between Iran and six world powers requires the Islamic Republic to keep its crude exports at 1 million barrels a day on average over the six months ending July 20. In its monthly oil-market report, the International Energy Agency—which advises industrialized nations on oil policies—said Iran’s oil exports, including crude and condensates, had fallen by 26% in June to 1.08 million barrels a day amid sharp cuts by its two largest Asian buyers. That low level had not been reached since October when it stood at 715,000 barrels a day, according to previous IEA data. China has cut its Iranian oil imports by 36% in just two months to 510,000 […]

Kerry to Join Iran Nuclear Talks

U.S. Secretary of State John Kerry and other foreign ministers from the six-power group negotiating a final nuclear agreement with Iran will join the talks in Vienna this weekend, officials confirmed late Thursday. Michael Mann, the spokesman for European Union foreign policy chief Catherine Ashton, chairwoman of the six-power group, said on Twitter that she had invited foreign ministers "who are available to come to Vienna on Sunday to take stock of where we are in talks." A Western diplomat said some of the foreign ministers will likely start arriving on Saturday as Iran and the six powers try to forge a comprehensive nuclear deal by a July 20 deadline. The diplomat said it isn’t yet clear whether all the ministers will be able to come in person. However, State Department deputy spokeswoman Marie Harf confirmed that Mr. Kerry would join the negotiations, which will include Iranian Foreign Minister […]

Foreign Ministers to Join Iran Nuclear Talks

Foreign ministers from the six-power group negotiating a final nuclear agreement with Iran will step into talks in Vienna this week in an effort to break a stalemate and salvage a deal by a July 20 deadline. The decision to bring ministers into the talks comes a week into what was supposed to be the final round of negotiations, with western diplomats saying progress has been painfully slow. While no official plans have been announced, three diplomats said foreign ministers could arrive in Vienna as early as Friday. U.S. Secretary of State John Kerry, who is currently in Asia, could come to Vienna over the weekend, two officials said. As the pressure builds, signs of strains have emerged within the six-power group, with French Foreign Minister Laurent Fabius on Tuesday citing growing differences with Moscow over the talks. Since July 2, negotiations have gone on around the clock in […]

Iran reviews gas relationship with Russia

Iran’s deputy minister for gas affairs said Wednesday he was expecting Russia to start investing in the Iranian natural gas industry. Deputy Minister for Gas Affairs Hamid-Reza Araqi said Russian companies may be interested in building natural gas pipelines in Iran. Both sides, he said , "are determined to boost their cooperation" in the gas industry. Iranian and Russian officials met in April to discuss upgrading Iran’s power plants and electrical transmission lines. The U.S. State Department has said direct energy cooperation between Iran and Russia "would be of concern." Iran is under pressure for its controversial nuclear program, while the U.S. government and its allies have expressed frustration with Russia’s stance on geopolitical issues in Syria and Ukraine. Both sides already work together in the nuclear sector, with Russia supplying fuel for Iran’s Bushehr nuclear facility. Iran last year said it would to bring more foreign investors into […]

Iran expecting some sanctions relief

The company transporting Iranian crude oil to export markets should return to the European stage following an EU court decision last week, its director said. Ali Akbar Safaei, managing director of the National Iranian Tanker Co., said his company should make a strong recovery following a ruling from the European courts last week. "NITC could regain its status in the European markets," he said Sunday . The General Court of the European Union said last week it "committed a manifest error of assessment and failed to discharge the burden of proof which rests on it" when imposing sanctions on certain Iranian entities tied to the nuclear sector. The managing director said the ruling means EU sanctions against NITC are annulled. NITC transports Iranian crude oil to export markets and is responsible for the distribution of oil products to Iranian ports. "If the European Commission does not appeal against the […]

Indian Refiners to Finish Paying Iran $1.65 Billion for Oil This Month

Indian refiners will finish paying Iran $1.65 billion by the end of this month as payment for crude-oil imports, two people with knowledge of the matter said Tuesday. "Indian refiners have paid two installments of $550 million each. A third installment of an equal amount will be paid later this month," said one of the people, who asked not to be named. The second installment was paid Tuesday, he said. Since February last year, after the U.S. sanctions blocked payments to Iran, India has been paying 45% of its Iran oil dues in rupees through state-owned UCO Bank Ltd. For the remaining amount, which came to around $4 billion in May, India had to create a payment mechanism. Both India and Iran now have mechanisms in place to process the accumulated dues. To transfer the money to Iran, Indian refiners paid what they owed for Iranian oil to […]

Iran Nuclear Negotiations Hit Fresh Hurdle

Nuclear negotiations between Iran and six major powers hit a fresh hurdle this week when the country’s Supreme Leader said Iran needs significantly greater enrichment capacity. Ayatollah Ali Khamenei’s comment in a speech Monday to senior level technocrats and military personnel came as negotiators in Vienna struggle to complete a final nuclear agreement by the July 20 deadline. Western diplomats have said progress in the talks has been very slow. The negotiations aim to win commitments from Iran to limit its future nuclear program in exchange for a gradual end to international sanctions. Western officials have said an Iranian insistence on a bigger program would be a deal-breaker. A U.S. official said on Tuesday that negotiators for the six powers—China, France, Germany, Russia, the U.K., and the U.S.—focus on what Iran’s diplomats say at the negotiating table. But the comments by Mr. Khamenei, considered the final arbiter of Iran’s […]

Iran can make up for Iraqi oil, minister says

Iran has the ability to make up for any supply issues stemming from ongoing conflict in neighboring Iraq, the Iranian oil minister said. Crude oil prices spiked last week on word Islamist insurgents in Iraq had laid siege to an oil refinery north of the capital city Baghdad. Iranian Oil Minister Bijan Zanganeh said Saturday his country was ready to step in should output from Iraq suffer. "Iran has currently enough capacity to make up for Iraq’s oil supply shortage," he told the Oil Ministry’s news agency, Shana, "Iraq’s upheavals aside, Iran has always sought to maintain a steady and stable supply in the oil market." Closure of the Baiji oil refinery in Iraq has caused national supply disruptions, though U.S. officials have said there are no export problems tied directly to the Sunni-led insurgency. Zanganeh said his country was ready to work with foreign companies who may be […]

Russia, Iran nuclear contract imminent

Russian plans to sign a contract with Iran to help expand the Bushehr nuclear power facility by the end of the year, Russia’s nuclear regulator said Monday. Sergei Kirienko , chief executive at Rosatom State Atomic Energy Corp., said talks with Iranian officials are close to completion. "We hope that by the end of this year we will move on to the final signing and additions to the intergovernmental agreement, and then the according contract," he said Monday. Russia supplies Iran with fuel needed to power its Bushehr nuclear reactor . In March, a spokesman for the Atomic Energy Organization of Iran said the agreement calls for the pair of 1,000-megawatt reactors to be built near the first unit of the Bushehr nuclear power plant . Russia is under pressure from a U.S. government frustrated with the Kremlin’s reaction to Ukraine’s move toward the European Union, […]
