The broad sketches of the understanding include eventually relying on moderate Syrian rebels to help take control of a buffer zone along the Turkish border, according to a Turkish official who spoke on Sunday. AMMAN, Jordan — The United States and Turkey have reached an agreement for manned and unmanned American warplanes to carry out aerial attacks on the Islamic State from two Turkish air bases, Obama administration officials said Thursday.
