Years of politicking has held up construction of Keystone XL pipeline, but the political winds are shifting and the heavy crude is making its way to refineries by other means. For the last seven-plus years, TransCanada Corp. executives have racked up frequent flyer points and probably worn out several dress shoes trying to convince Americans to get onboard with their proposed Keystone XL (KXL) pipeline. Oil Heads East, Leaving an Oklahoma Pipeline Unusually Empty

A pipeline to America’s largest oil hub is about to find itself in an unfamiliar position: not full. One of the main pipelines that carries crude to Cushing, Oklahoma, will run at less than capacity in December for the first time in nearly two and a half years. The drop in supply coincides with the opening of a pipeline to Quebec, giving shippers the option of diverting some oil from the middle of the U.S. “There will be less light sweet crude available to make its way to Cushing,” said Andy Lipow, president of Lipow Oil Associates LLC in Houston. “There’s going to be some significant rebalancing of where oil flows in North America.” Shippers on Enbridge Inc.’s Spearhead pipeline only asked to transport about 155,000 barrels of crude a day in December, below the system’s capacity to move about 193,000 to Cushing from Flanagan, Illinois. Appalachian gas pipeline developers facing more challenges from environmentalists: execs

Pipeline developers looking to build infrastructure to move natural gas out of the Appalachian Basin face numerous challenges, from strengthening opposition from environmental groups to shifting market patterns and increased regulatory scrutiny, speakers at the Platts Appalachian Oil and Gas Conference in Pittsburgh said Friday. Doug Walker, vice president of business development at Tallgrass Energy Partners, said the company, which operates the Rockies Express Pipeline, has encountered more intense opposition to its expansion of the pipeline to create bidirectional flows, than it had faced with the original construction of the pipe from the Rocky Mountain region to the eastern US. LINCOLN, Neb. (AP) — The Canadian company that wants to build the Keystone XL pipeline is taking steps to circumvent one of the major roadblocks in Nebraska. But in seeking approval Monday for the same contentious route through the state, TransCanada could create another round of lengthy delays in an already drawn-out process. It also indicates a new push for the $8 billion Canada-to-Texas oil pipeline in a state where opponents have repeatedly thwarted efforts to build the project. President Barack Obama has indicated that he may reject a federal permit for the project, as he did in 2012 when he accused congressional Republicans of setting an arbitrary deadline. Former Gov. Spokesman Mark Cooper said in an emailed statement the company was ready to file an application with the Nebraska Public Service Commission for pipeline construction. "We believe that going through the Public Service Commission process is the clearest path to achieving route certainty for the Keystone XL project in Nebraska," he said. "It ultimately saves time, reduces conflict with those who oppose the project and sets clear rules for approval of the route."
