President Barack Obama is passing through Europe, and the Russian annexation of Crimea is top of the agenda. At a summit meeting with European Union leaders in Brussels, Mr. Obama was pressed to speed the export of America’s natural gas as a means of reducing the bloc’s reliance on Russia.
