An agreement with Quebec outlines how best to manage offshore petroleum resources in eastern Canada, the Canadian prime minister said. Prime Minister Stephen Harper announced a decision to move forward with plans to manage reserves in the Gulf of St. Lawrence with the provincial government in Quebec. “The joint management of offshore resources will create new opportunities for economic growth in the province and make Quebec more prosperous,” Harper said in a statement Tuesday. The central government estimates the Gulf of St. Lawrence may hold as much as 1.5 billion barrels of oil and 39 trillion cubic feet of natural gas.
