European report finds emission reductions on course to pass goals for 2020. UPI/Stephen Shaver The commission and the European Environment Agency estimated total greenhouse gas emissions from members of the European Union in 2013 fell 1.8 percent from the previous year. That means 2013 emissions were their lowest since 1990. EU members have agreed to cut emissions by 20 percent of the 1990 benchmark by 2020. The commission said the data show the EU is on pace to surpass the target.
