Countries that lifted restrictions are now reimposing lockdowns after seeing a spike in new coronavirus infections — and federal health officials testifying at a virtual Senate hearing Tuesday warned of a similar resurgence in the United States. Anthony S. Fauci, the nation’s top infectious-disease expert, delivered an especially grim prediction: Americans, he said, will experience “suffering and death that could be avoided” if states and cities reopen too quickly — setting up a potential conflict with President Trump and his deepening view that the country must reopen to spark the moribund economy.

Here are some significant developments:

  • Saudi Arabia announced a total lockdown for the end of Ramadan after new infections soared across the Persian Gulf while restrictions were eased during the holy month.
  • House Democrats proposed a sprawling $3 trillion coronavirus rescue bill that would include funding for state governments and another round of stimulus checks. Republicans rejected it before even seeing it.
  • California State University, the largest four-year public university system in the country, will go without in-person instruction for most classes in the fall.
  • U.S. grocery prices showed their biggest monthly increase in nearly 50 years, led by rising prices for meat and eggs.
  • Stay-at-home orders in Los Angeles County are likely to be extended for three more months. The county is the most populous in the United States.
  • More than 100,000 small businesses across the country have closed for good since March, according to economists.
