Two rival groups in Libya — the UN-backed Government of National Accord and the self-styled Libyan National Army — have agreed to reopen key oil ports, signaling the possible restart of more than 1 million b/d of crude.  But sources close to the matter said Sept. 18 that state-owned National Oil Corporation, or NOC, was still to agree some of the terms of the deal.
