The climate legislation includes tax credits making wind and other renewable technologies much less expensive to deploy. The landmark climate bill passed by Congress on Friday aims to reduce carbon emissions with subsidies for speeding the build-out of renewable-energy projects. Success in meeting its emissions goals will depend on how quickly that build-out happens.
