As a team of international monitors assessed conditions at the Zaporizhzhia nuclear power plant in the middle of a raging war zone on Friday, Ukraine accused Russia of offering only a “staged” visit and called on the U.N. nuclear watchdog to condemn its control of the plant. The International Atomic Energy Agency’s findings may be made public by the end of the week, and both Russia and Ukraine appeared to be trying to frame the visit, one of the most complicated tasks in the agency’s history, before it does so.
