Decades of corruption, mismanagement, and poor maintenance have led to a huge drop in Venezuela’s refining capacity. Iran has helped Venezuela to ease its still ongoing fuel crisis. Venezuela needs to invest at least $60 billion to modernize and restore its crisis-stricken refinery complexes.
